（中央社台北29日電）北京市大肆清除違建，遭外界質疑藉機驅趕外來人口，官媒雖接連呼籲地方政府多點社會關懷，但文章卻屢遭刪除；在此情況下，部分地區雖暫緩清除違建，整體的清退計畫並未停止。

北京市聚福緣住商混合公寓日前發生大火，讓北京市決定清除所有違章建築，並排查所有存在安全疑慮的住宅與場所。由於官方給予時間有限，加上又以斷水、斷電方式迫遷，外界強烈質疑手法太過粗暴。

非議的言論不僅在網路上發酵，中國中央電視台也連續發表兩篇文章，批評官方的鐵腕清理。央視在「整治要力度也要溫度、需重溫北京精神」一文後，又發出「不論以什麼名義都不能踐踏外來人口的尊嚴」。

內容提及，一個數量龐大的群體，如果在得不到應有補償的前提下被限時離開，不僅老百姓不會信服，在措施執行上也顯得粗獷。

但這些即使是審查過後才能發布的文章，發布後卻紛紛被下架，僅少數被轉發的內容能「逃過一劫」。

此外，人民日報海外版編輯部旗下微信公眾號「俠客島」，也曾在官方強力清退的風口浪尖上發出「這首歌，送給寒冬中離開北京的兄弟姐妹們」一文，借用大陸歌手汪峰「北京北京」一歌中的歌詞表達關懷。

然而，俠客島隨後自行刪除這篇文章，其中的轉折，令外界霧裡看花。

目前民間輿論方向多與這些被迫遷的外來人口站在一線，似影響了官方態度，已有部分住戶接到暫緩搬遷通知，有5家被列為清退的違建公寓，租戶已經接獲口頭通知，將繼續供應水電，並獲保證可續住到年底。

不過，這場迫遷並未全面停止。

中共北京市委書記蔡奇27日表態，清退行動按照市安全委員會統一部署穩步推進。但他也特別強調，要「注意方式、方法」，防止個別地方簡單化，防止急躁情緒，並要注意把握工作節奏，給分流群眾留出時間。1061129
